Hyderabad: BRS MLA Gangula Kamalakar on Sunday demanded that the state government place BC reservations in the Ninth Schedule of the Constitution to protect them from court challenges. Speaking during the Assembly debate on the BC reservation bill, he warned the Congress against issuing a government order without legal safeguards.
He said the bill should not repeat past failures. “Don’t implement it like in Bihar or Uttar Pradesh. If done unscientifically, it will collapse. Tamil Nadu succeeded because Jayalalithaa acted methodically,” he told the House.

Kamalakar criticised Congress for delaying action despite its Kamareddy Declaration. He asked why the government had set up six committees instead of issuing a GO within six months.
He welcomed the idea of 42 percent reservations but insisted that it must not remain symbolic. “This must not become another bill that ends up in cold storage. A GO alone won’t stand in court. Only Schedule 9 can protect it,” he said.
Kamalakar added that his suggestions aimed to strengthen the bill, not block it. “This is about the future of two crore people. Please don’t dismiss our words as criticism,” he told the House.
He urged the government to form a committee to ensure legal durability. Warning Congress of accountability, he said: “If you’re sincere, take this route. Don’t go the Bihar way. Follow the Tamil Nadu model.”
Concluding, Kamalakar remarked that people now call the BRS the “Bahujan Rashtra Samithi.” He stressed that BC reservations will be meaningful only if insulated from judicial setbacks.
