Allegations of illegal teacher transfers in Rangareddy under GO 317

Hyderabad: Teachers’ unions in Rangareddy district have accused the District Education Department of violating norms under GO 317 by facilitating illegal teacher transfers and favouring non-locals. The Save Teachers Association staged a protest on Saturday outside the Collectorate, demanding a probe into the alleged irregularities.

According to the protesters, more than 500 teachers from other districts were allocated posts in Rangareddy beyond the sanctioned cadre strength. They alleged that this led to the displacement of local teachers and severely limited opportunities for promotions and new recruitments within the district.

The association stated that the irregularities began after 10 mandals from Mahabubnagar were merged with Rangareddy during the district reorganisation. Transfers from unrelated districts like Nalgonda, Yadadri, and Mancherial were also flagged. Protesters claimed that seniority was wrongly prioritised over locality, opening the door to the misuse of rules.

Illegal teacher transfers leave few vacancies for locals in DSC recruitment

Activists pointed out that between January 6, 2022, and October 4, 2023, there was a drastic reduction in local vacancies due to these transfers. In the school assistant category, only 3 out of 44 maths posts remain open. For bioscience, 44 out of 103 posts are left; in English, 15 out of 52, and for physical science, only 5 out of 14 vacancies are still available.

They further alleged that subject mismatches were also occurring. For instance, physical science teachers were assigned to social studies posts, and maths teachers to Hindi Pandit posts. As a result, teacher vacancies have nearly disappeared, hurting thousands of local D.Ed. and B.Ed. graduates preparing for DSC recruitment.

The Save Teachers Association estimates that over 800 local posts were lost due to these misallocations, including at least 200 promotion opportunities.

State Honorary President of the Association, Boddu Ravi, submitted a memorandum to Additional Collector Srinivas, citing GO MS No. 80 (1999), GO RT No. 2148, Zilla Parishad resolutions and court orders which bar transfers from other districts to the old Rangareddy jurisdiction. He criticised the Education Department for refusing to disclose transfer details even under RTI.

The delegation urged higher authorities to initiate a formal inquiry into the transfer process in Rangareddy since 2021.
