HYDERABAD: The Layout Regularization Scheme (LRS) in Telangana is experiencing significant delays, causing growing public dissatisfaction.
Coordination Issues Among Departments
The delays are primarily attributed to poor coordination among the revenue, irrigation, and planning departments.
Application Backlog and Processing Rates
Since the LRS initiative began five months ago, over 25 lakh applications have been submitted. However, only 4 to 5 lakh applications have been processed so far, leaving a substantial backlog.
Government’s Revenue Focus and Public Criticism
Critics argue that the government’s approach to LRS is primarily revenue-driven, neglecting the timely processing of applications.
Fee Intimation and Processing Charges
Applicants are now receiving fee intimation links by default, prompting them to pay fees before their applications are thoroughly reviewed. If an application is rejected after fee payment, 10% is deducted as processing charges, and the remaining amount is refunded.
Software and Technical Challenges
Technical issues with the software provided by the Centre for Good Governance (CGG) have further exacerbated delays. Applicants report server problems, leading to extended waiting times during fee payment.
Rejection of Applications
Approximately 2 lakh LRS applications have been rejected across various municipal corporations and municipalities.
Public Assistance Measures
In response to these challenges, the Hyderabad Metropolitan Development Authority (HMDA) has established a call center to assist applicants. The public can dial the toll-free number 1800 599 8838 between 10 a.m. and 6 p.m. for assistance.
