Hyderabad: Irrigation Minister N. Uttam Kumar Reddy on Wednesday announced that scientific restoration work on the Medigadda, Annaram, and Sundilla barrages is progressing steadily. These structures, which are part of the Kaleshwaram project, are being restored under the supervision of top national technical institutions.
He chaired a review meeting at the Dr B.R. Ambedkar Telangana Secretariat to assess progress. The Central Water Commission (CWC) and the Central Water and Power Research Station (CWPRS) are providing direct oversight for the entire rehabilitation process.
CWC, CWPRS to lead full rehabilitation process
The Minister said the government had invited Requests for Proposals (RFPs) from firms with a strong technical background. Preference is being given to companies that have tie-ups with IITs or other central institutions. “We aim to restore these barrages with complete technical integrity. The damage caused by poor planning under the previous government must not go uncorrected,” he said.
Investigative reports by the NDSA, Vigilance Department, and Judicial Commission identified serious design and construction failures. As a result, the government will hold the original contractors financially accountable for all testing and repair expenses.
Tests conducted during the monsoon are now complete. As soon as floodwaters subside, fresh geo-technical and hydraulic testing will begin likely within 15 to 20 days. The government will choose three firms from five shortlisted bidders to design the restoration plans using data provided by CWPRS. The CWC will review and approve all designs before construction begins.

Broader review of irrigation, legal and inter-state matters
Besides Kaleshwaram, the Minister reviewed key projects such as Sammakka Sarakka, Sitarama Sagar, and Pranahita-Chevella. He directed officials to expedite CWC clearances and obtain a No Objection Certificate from the Chhattisgarh Government for pending projects.
He also reviewed legal disputes, Krishna Water Tribunal-II matters, and environmental compliance issues. Additionally, he assessed desiltation works underway at the Lower Maniar and Kadam dams.
Uttam Kumar Reddy reaffirmed the Congress government’s commitment to transparency, accountability, and sound engineering. “Every rupee spent on irrigation comes from public funds. We must ensure it is used wisely and that results are delivered with full responsibility,” he said.
