Hyderabad: The National Human Rights Commission (NHRC) has issued a show-cause notice to Telangana Chief Secretary Ramakrishna Rao over the December 4 stampede at Sandhya Theatre during a promotional event for Pushpa 2.
The stampede killed one woman and seriously injured her son, who spent nearly six months in hospital. Although the film crew pledged to cover the child’s medical expenses, the NHRC criticised the state government’s failure to manage the situation.

The Commission said the government failed to enforce adequate preventive measures, calling the response inadequate and unaccountable. It also noted recurring failures in managing crowds at cinema events across Telangana.
In its notice, the NHRC asked the Chief Secretary to explain the lack of timely action and to detail the measures taken since the tragedy. The case has added to growing concerns about public safety and crowd control during large-scale promotional events.
The state government has not yet responded to the NHRC’s notice.
