Hyderabad: The Telangana government has ordered 42 per cent reservation for Backward Classes (BCs) in all local bodies across the state. The decision was formalised through Government Order (GO No.3) issued by BC Welfare Department Secretary Jyoti Buddhaprakash on Friday.
Officials said the measure aims to strengthen social justice, representation, and empowerment of BC communities. Despite forming a majority in Telangana, they remain socio-politically disadvantaged.
Telangana clears 42 per cent BC quota in local bodies
The order directed both the Municipal Administration and the Panchayat Raj departments to implement the reservation. Moreover, the government cited constitutional provisions—Article 243D(6) for panchayats and Article 243T(6) for municipalities—which empower states to allot quotas in chairperson posts and local body seats.
In November 2024, the state set up a special commission led by retired IAS officer Busani Venkateswara Rao. The panel studied caste survey data covering social, economic, educational, employment, and political indicators.
The survey showed BCs account for 56.33 per cent of Telangana’s population. However, they lack proportional representation in politics.
The commission submitted its report in March 2025. It is therefore recommended that a minimum of 42 per cent reservation be made in local bodies.
The Assembly and Council later passed the BC Bill–2025 unanimously, thereby endorsing the proposal. On July 11, the government issued rules directing the commission to decide quota distribution across institutions.
By August 28, the panel had recommended a 42 per cent BC reservation in rural local bodies. Finally, the government approved this quota formally.
