Hyderabad: The Telangana State Human Rights Commission (HRC) has ruled that withholding student certificates citing pending government fee reimbursement amounts to a violation of fundamental rights under the Constitution.
The Commission, led by Chairperson Justice Shamim Akhtar, issued orders on Thursday while disposing of Case No. 4775/2025. Referring to earlier directives issued in HRC Case No. 3772/2025 (Vangala Shruti) and UGC guidelines, the panel stated that such actions obstruct the right to education guaranteed under Article 21 of the Constitution.
According to the case documents, 17 B. Pharmacy students from Sultan Ul Uloom College of Pharmacy were denied their original transfer and study certificates due to pending reimbursement from the state government. The Commission said the college’s action was unlawful and jeopardized the students’ prospects for higher education.

The Commission ordered that all withheld certificates be released to the students immediately. It also directed the Hyderabad District Collector to initiate appropriate action against the college management for violating student rights.
Officials noted that institutions must comply with both constitutional protections and regulatory norms regardless of fee reimbursement delays, and cannot penalise students for administrative issues beyond their control.
