Hyderabad: The Telangana State Human Rights Commission (TGSHRC) summoned two private colleges in Hyderabad for withholding students’ certificates. Commission Chairperson Justice Shamim Akther issued the orders in cases involving Gautami Degree College in Balanagar and Sultan-ul-Uloom Pharmacy College in Banjara Hills.
The Commission asked the chairmen and principals of both colleges to appear on August 28. It warned that future violations would face strict action.
Withholding certificates is a rights violation
The TGSHRC said withholding original documents blocks students from higher studies and jobs. It ruled that the practice violates Article 21 of the Constitution, which includes the right to education under the right to life.
Gautami Degree College case
A BBA student complained that Gautami Degree College withheld his transfer and original certificates. The college cited pending government scholarship reimbursement. The Commission said financial delays by the state cannot justify holding back documents. It directed the management to explain its actions on August 28.
Sultan-ul-Uloom Pharmacy College case
Ten of seventeen students from Sultan-ul-Uloom Pharmacy College alleged that the institution ignored earlier orders to return their certificates. The Commission described this as “serious non-compliance” and summoned the chairman and principal to appear on the same date.
The TGSHRC said it would monitor strictly to ensure colleges do not repeat such practices.
