Hyderabad: Deputy Chief Minister Mallu Bhatti Vikramarka on Tuesday instructed officials to complete Telangana’s pending development projects based on urgency and progress. He stressed the need for tight planning and smart use of resources.
He chaired the Cabinet Sub-Committee on Infrastructure and Capital Works at the Secretariat, along with Ministers Uttam Kumar Reddy, D. Sridhar Babu, Komatireddy Venkat Reddy, and Seethakka. Bhatti said the previous government had mismanaged funds, which stalled works across departments.
He pointed out that earlier administrations approved works at a 1:25 revenue-to-allocation ratio, ignoring the long-standing 1:3 guideline. Because of this, many projects remain incomplete, and the state lacks funds for new proposals. He said no department is currently in a position to finish ongoing works.
To fix this, Bhatti asked Secretaries to identify projects that are over 95% done and finish them first. He told them to set priorities clearly and make sure every constituency gets fair representation.
Moreover, he urged officials to give preference to projects funded by the Centre and NABARD. These, he said, must be completed without delay. Ministers warned that under the previous regime, some departments got full funding while others received barely any. They said such bias must not happen again.
Bhatti also told departments to link spending plans with ways to increase income. He directed senior officials to meet with their ministers and prepare detailed priority lists before each sub-committee session.
Chief Secretary Ramakrishna Rao joined the meeting along with Principal Secretaries from Finance, Roads & Buildings, Energy, Education, Industries, Panchayat Raj, Housing, and Urban Development.
