New Delhi: The Government of India has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, to promote digital payments at toll plazas and reduce cash transactions. The Third Amendment Rules, 2025, will come into effect on November 15, 2025.
Under the new system, vehicles entering a fee plaza without a valid or functional FASTag will be charged double the applicable user fee if they pay in cash. However, if such users pay through Unified Payment Interface (UPI), the applicable fee will be 1.25 times the normal rate. For example, a ₹100 toll through FASTag will cost ₹200 in cash but ₹125 through UPI.
New rule to improve transparency and ease of travel
The Ministry said the change aims to strengthen toll collection, improve transparency, and ease vehicle movement on National Highways. By encouraging digital modes such as UPI, the amendment seeks to further reduce congestion at fee plazas.
The move underscores the government’s push towards digital transactions and cashless infrastructure, ensuring smoother operations for National Highway users.
