Hyderabad: Justice P.C. Ghose will submit the final Kaleshwaram report to the Telangana government today, marking the conclusion of a 15-month investigation into structural defects at Medigadda, Annaram, and Sundilla barrages. The sealed Kaleshwaram report will be delivered to the irrigation department’s special chief secretary at the commission office in BRK Bhavan.
The Kaleshwaram report was prepared by a commission formed in March 2024 after significant damage surfaced at Medigadda in late 2023 and seepage issues were detected at the other two sites. The Congress government, which took office in December 2023, launched the probe alongside vigilance and National Dam Safety Authority (NDSA) inspections.
Justice Ghose, a retired Supreme Court judge and former Chief Justice of the Andhra Pradesh High Court, formally began the inquiry in May 2024 after receiving his appointment in April. The state extended the commission’s term several times due to the volume of technical evaluations, witness statements, and document reviews.
The commission examined 119 individuals, including engineers, design officials, maintenance personnel, and committee members, ranging from assistant engineers to engineers-in-chief. Retired officers, contractors, and former irrigation and finance department officials also appeared. Key political figures, including former Chief Minister K. Chandrashekar Rao and ex-ministers Etela Rajender and Harish Rao, were among the final witnesses.
The Kaleshwaram report is expected to address accountability for structural failures, approval protocols, site changes, and decisions by high-level committees. Justice Ghose also commissioned independent expert evaluations of the barrages.
Justice Ghose is scheduled to leave for Kolkata on Friday, a day after submitting the Kaleshwaram report.
