Hyderabad: Telangana Roads & Buildings and Cinematography Minister Komati Reddy Venkat Reddy on Tuesday announced that the state will build “mirror-like roads” under the Hybrid Annuity Mode (HAM) programme. The Roads & Buildings (R&B) and Panchayati Raj departments will execute the works.
Speaking at an HAM policy meeting at NAC, attended by Deputy Chief Minister Mallu Bhatti Vikramarka, Panchayati Raj Minister Seethakka, Chief Secretary Ramakrishna Rao, and senior officials, Komati Reddy stressed that the Congress government aims to provide better road facilities for all. “Our motto is ‘Connecting people, enabling growth, and shaping the future of Telangana.’ Reliable roads reduce risks,” he said.
In the first phase, the Panchayati Raj Engineering Department will build 7,947 km of roads in 17 packages. The R&B Department will construct 5,190 km in 17 packages at a cost of ₹6,478.33 crore. By December, the government plans to invite tenders for the remaining 6,810 km.
Explaining the HAM model, the minister said it combines EPC and BOT formats. The government will contribute 40% of the project cost in 10 instalments, with only 10% paid in advance to ease financial pressure. Contractors will invest the remaining 60% and receive half-yearly payments based on performance. Moreover, the government will adjust payments for inflation using WPI and CPI benchmarks.
Komati Reddy emphasised that HAM projects provide low risk and stable returns for contractors. Since these projects meet NHAI standards, they qualify for bank financing. For citizens, he said, the projects will mean faster travel, safer roads, and stronger connectivity. They will also boost trade, tourism, and local livelihoods.
